I don't know all of the lore, but a few of the vaults apparently had some mad science sociological experiments going on. Groups encouraged to form different "governments" for instance, often with catastrophic results for the inhabitants, or for whichever portion wasn't in power.

Nuclear war was on the horizon, so a company called VaultTec created a bunch of huge fallout shelters called vaults that they could use to survive the war and wait out the aftermath. Unbeknownst to most of the inhabitants, the VaultTec scientists designed all of the different vaults with the intention of carrying out all kinds of different social and science experiments, most of which were wildly unethical. In this case, the experiment seems to be to find out what would happen if you put 20 men, 10 women, and 1 panther in a vault together.

Overseer entry 3: We have settled in after the initial shock of our unexpected member of our community. Only 30 people isn't ideal to maintain a healthy population if it is possible at all. I've never really followed fallout until the last part of the first season. That said, I like Tom's version of 43 far more than the one he was parodying. I meant I certainly think Kitty would prefer the extra ten males wouldn't she?
