That's...not quite how I see it either. I see it like "As long as Natani's alive, there'll always be fellows after her head...and I'm one of them. BUT I may consider letting her go...if you're willing to make a deal." One of the oldest tricks in the villain book, I know, and it's not even fool-proof. Either way, it'd be fun to see Clovis try to pit Keith against his own friends and then seemingly succeed but ultimately fail.
