Pretty much. These days it's used to tell people of a particular demographic they're not allowed to do something because they're not a member of the demographic that "created" it. My question would be: can you culturally appropriate a species? The correct usage of "cultural appropriation" has to do with a member of one group taking something iconic to another group and trying to claim it for their own. An example of this would be how the Christians, back in the day, took Samhain and turned it into All-Hallows Eve, now known as Halloween in an effort to subvert the celebration of non-Christian, or Pagan, deities to, instead, something considered acceptable to the Church.
