I think it's pretty clear, to be honest. If you take Nora's offer by itself without examining her body language then it could be misconstrued. However, if you take into account her extended tongue (implying an offer to perform cunnilingus on Flora) then the implication becomes clearer. Flora's reaction further reinforces this interpretation by implying that she is not into women.
