I find it really interesting that no one on here, or on DA, has noticed that this isn't a backless dress. Nora isn't wearing it, she's just holding it up to her body.

My first thought, too, was that she simply holds it up to her body. But then, looking at it for a little longer, I don't see any sign - no fold or anything that shows the inside of that dress - that would indicate it's more than one layer of fabric she holds in her hands. And honestly, can you say you wouldn't put it past Nora to wear something as daring as a dress without a back? XD (And not that it really matters since it would be a rather simple task for her, but if it weren't a backless dress - at least partially - she would also have to remove her wings to wear it)

You're right that there isn't much to indicate that the dress is a "tubular" piece of fabric like a normal dress, but there is one thing. There is clearly a typical strap, meant for being pulled over the shoulder, above the left breast of the dress. There'd be no reason for any such strap if the dress was completely backless, because there'd be no fabric behind the shoulder for the strap to connect to. Nora is also holding the other strap, though it's very hard to see, bunched up in her hand as it is.

Those straps looks more like they are tied behind the neck, than going over the shoulder and then affixes to the back.
