White hair can get dingy or discolored due to environment or cleaning residue. That's why blue-haired elderly ladies are a trope; a blue rinse has often been used to try to make yellowing gray/white hair look silvery. Clearly, Raine uses a better product. :)

@ForcesInBalance is exactly right. Although it may not be as much of an issue in the TwoKinds world, since air pollution is the biggest cause of discoloring white hair, dirt and the cleaning products themselves can still cause some discoloration. Thus, special cleaning products specifically for white hair (and white clothes, too) have extra whitening agents, and often a slight blue dye, to counter yellowing and brighten the whiteness.
