i suppose they're trying to make a type of game or a new kind of movie kind where they use CGI and real actors if they're doing a game i wonder what kind it is supposed to be i can hope it would be a RPG and simulation set in 1700 hundreds hopefully and if they're doing a movie i do hope they're doing a sci-fi movie or a medieval movie/series though they're already doing a medieval series i suppose if they're making a movie/series

Simple: Dragon's can't actually transform. Thus, you have separate Dragon Nora and Human Nora actors. Same thing with Human Raine and Keidran Raine.
