taira flipped the tune on sending troops to fukui because a normal deployment would see the borderland corps sent under ryumon’s jurisdiction. however, not only would the kaga province of seii defecting (despite ryumon warning that it could be a ruse to wipe out 90% of the armed forces) be massive, but it gives taira a chance to actually control more thoroughly the deployment of troops. there’s also a ton of more intricate strategies involved but the show gets to that later on.
