The head captain told Ukitake and Shunsui that he didn't want to even hear their reasons and immediately pulled out his flaming sword😭 He really said "I don't want to even hear your reasons, you betrayed soul society law and for that , y'all have to die." Also In case you were wondering, Hakuda just means hand to hand combat and is one of the 4 combat skills of a soul reapers. The others are Kido (spells), Zanjutsu(Sword fighting) and Hohō(Flash step/high speed movement). And to answer you question, the flashback was a bit over 100 years ago and it's the one of few times we see Yoruichi's zanpakuto unfortunately.

In case you wanted info about the Stealth Force, you should know that they're basically The Anbu Black Ops of Bleach. They do a ton of top secret missions such as Surveillance, assassinations and executing/imprisoning soul reapers who break laws. The assassinations are handled by the Punishment force, which is the specific division of the Stealth Force that the Chief Commander and Captain of Squad 2 (Aka Soifon) is in charge of. Her Lieutenant is also in charge of a division in the Stealth Force as well as the other 3 seated officers below him. I'm not sure if you remember those guys with the hats that deliver messages but they are apart of the secret remote unit of the Stealth Force which is the fifth and last division. While the stealth force is technically Separate from the 13 Court Squads, the Chief Commender of the Stealth Force also assumes the rank of Captain of Squad 2. Another unique aspect is the fact that the Lieutenant, 3rd, 4th, and 5th seats only designate who the leaders of the divisions within the Stealth Force are and doesn't actually have to do with skill. Usually the Head of Yoruichi's family, The Shihōin clan, would be leader of the Stealth Force since it's one of their duties as one of the 4 Great Noble Clans, but since she left soul society, the job eventually went to Soifon.
