The guy in the bath that you didn't recognize was the scientist captain that Ishida fought. He's always wearing makeup when in public so I can see why you didn't recognize him. Also Tousen was so big on justice that he literally used his position as captain of squad 9 and Editor In Chief of the Soul Reaper magazine (yeah the Soul Society randomly has a Magazine that squad 9 in charge of running) to publish a reccuring column called The Path of Justice that was super unpopular but he had a successful cooking column called Recipe for Justice that was popular with female soul reapers. Also That was Unohana's Shikai that turned into a Flying Mantis type of creature and it's one of the few Zanpakutos that transform into a living thing. Regarding the next arc, if you want, you only need to watch the last 4 minutes of 109 since the rest of the episode is filler but you can also just start of 110 since it's literally just like 30 seconds of introduction.

Random Soul Society lore but in addition to exorcising Hollows and being spirits to the soul society, Squads 2, 4, 9, and 12 have additional duties. Squad 2 is intergraded with the Stealth Force so most if not all members of Squad 2 are also part of the the Stealth Force in some way. Squad 4 is the Healing and Support Squad and a lot of Squad 11 bully the members of squad 4 since they're not fighters but as you saw, they're terrified of Captain Unohana and it's a reccuring joke at how a lot people, fellow Captains included, are actually scared her. Squad 9 interestingly enough have 2 extra duties. The first one is they're the "Protection Division" so they're in charge of security of the soul society and Launch investigations when necessary. The second and more interesting duty imo, is the fact that they're in charge of the Sereitei Communication which is that official magazine of the soul society. And since anyone can contribute, basically every important character has contributed at some point in time. Renji has series about the essentials of battle, Aizen had a popular column, Kira submits Haikus, Byakuya has a column about Etiquette, Komamura( or Beastars are you call him) has a series called A Puppy's Feeling, Soifon has a column called The Way of Assassination, Ukitake has a popular serialized novel that's popular with children but it goes on hiatus a lot because of his illness, and Kurotsuchi ( the captain that Ishida fought against) is the author of the surprisingly popular serialized article Medicine for the which has information about the practical uses of medicine as well as detailed reports about nearly every experiment he does. The goal of the magazine is the Increase Solidarity and morale because the other squads and it's been around since the formation of the 13 Court Squads. Finally, Squad 12 is where the Soul Reaper Research and Development Institute is located it. They make new technology and tools for soul society and also monitor the stability between the human world and soul society.

Even 109 is mostly filler. Like the last minute of the episode is canon. I hope he sees this EDIT: went to double check and it's like the last 30seconds before the ending is not considered filler. So pretty much 95% of the ep is filler.
