The last scene with Kankuro and Maki is brilliant. It really goes to show at the end of the day, he's chosen to remain a tool of a corrupt political economic system that sends innocent people to die.

Konoha don't take Naruto seriously enough. They just dismiss his ideas without realizing the flaws of the system. Instead of navigating a change that would benefit everyone they hiding behind the system. No matter what Naruto has won because a change will happen. But maybe not exactly what Naruto planned.
