I know willows are associated with weeping in your culture from several jazz songs like Willow Weep For Me and Lullaby of Birdland. The tree is mostly associated with ghosts where I live. Japanese ghosts love to appear under willow trees for some reason. lol I can't speak for Koreans but I assume it's not the ghosts that prompted their ancestors to name the city, which is now Pyongyang, "Capital of Willows." A pretty name IMO, contrary to the breathtakingly ugly hotel with the same name.
