Cecil is dead wrong on how Dems would lose the war in a gerrymander arms race. First there has to be some population proportion, so the GOP cant just make every GOP neighborhood its own House seat or they'd have done so already. Second, bc the GOP's current House majority is based on it already taking gerrymandering nearly as far as it can go, while Dem states haven't tried much. If IL went as extreme as TX is, itd nearly balance out. If CA went w an aggressive Dem gerrymand, Dems would win the House in a landslide. It's only that Dems are worried about the optics of gerrymandering and the GOP is worried about the results of not doing it.
