The woman the two guys are talking about with Tony B is Lorraine. Phil and the other guy killed her. It is retaliation for her killing. Like the other guy said she was just a bystander. So he killed them both. This actually happened. Little Augie Pisano was killed with a girl he was taking home.

Tony B you can tell didn't want to get involved with the drama in NY, but when that money was looking funny he didn't even care who he had to take out. It's a lot of drama the other bosses in NY especially since Johnny Sacks doesn't like Carmine Jr. It's getting extra spicy now. Solid episode and reaction like always.
