I belive that Shane shaving his head was mainly psychological. He just sacrificed a man in cold blood and that bald spot would be a constant reminder of this terrible sin as well as paranoia that others might question on how he got hair ripped out. Another thing to add, the writer for this episode, Scott Gimple ends ups becoming the main showrunner for TWD from Seasons 4 to 8, later becoming the Chief Content Officer of TWD IP on behalf of AMC, basically the main man for expanding the universe with spin offs, games, merchandise and all that jazz.

15:40 just one of the many reasons why Lori is still in the top 5 most hated female characters of all-time. Skylar is still #1 especially since she didn't die. Shane & Otis, well that's a debate that still goes on to this day. Some characters throughout this show make tough decisions, but sometimes there are consequences from your actions. This episode was a strong B+. 🔥🔥Shout out to 4!!!
