Leaving Neji behind was the best way to buy them time to catch up to Sasuke. It wasnt necessarily about Neji needing to win as it was about stalling him for as long as he could. Gotta remember that once Sasuke crosses the Land of Fire's border, he becomes out of their jurisdiction and they legally can no longer pursue him.
