Dun du-du-dun dun dun dun DUUUUUN

At long last, I finally had the chance to sit down and finalize this (known issues notwithstanding) to make a proper public release! This rig is available to anyone and everyone via: https://www.dropbox.com/s/gjfnw9tm907prbp/Kheil_PublicRelease_V1.blend?dl=0

I'll also be adding new animation files and other production/process files to this and other characters I'm working on. This is all, of course, on top of all the other goodies you get at that tier.
