Maybe Z's already on top of this, because of being more familiar with what khen-rho can do. But I realized when I woke up, there was a clue how their "memory loss" is being achieved in the dialog here: "*we* don't remember." He's implicitly indicating that they've discussed this. Not necessarily exactly what they're doing. But one of them noticed that the other had one of these packets, and at least had a minimum conversation about it. I'd guess they both started off with one, but it's possible that with coordination, they used the contents of one of them, and this is just what's left. I don't know what kind of dosage they're looking at providing, but they've already dosed nearly everyone they were supposed to, so it's reasonable they're most of the way through the supply of stuff to do the dosing.
