Seth wasn't necessarily checking out the "hot mama" as she went past - the "you don't have a dick" comment was a reference to Seth's incident where he had sex with a supe who froze his dick off lol (He talks about it in the support group that Butcher and Hughie attend in S1) So he was embarrassed that A-Train said that right as she was walking past.
