Not necessarily; she could try, but it would go against her principles. Carla wants to defeat Hulk using her own strength, not her opponent's. Using buildings and all the city's matter is part of her power arsenal. Furthermore, to balance out the buff she gets from using surrounding matter, I gave her a debuff: she can only absorb solid, inorganic matter—she lacks the ability to absorb energy (like Hulk's), liquids, or gases. And all this just to say she would explode if she tried to absorb Hulk!
