Harry is fast approaching becoming a historical figure with a fake name and a fake story and still ends up becoming the catalyst behind the formation of a nation. 

So, should he go straight for kingship or decentralise his power for greater involvement and growth of wizarding society?

If possible couldn't there be a sort of noble council that runs most of the kingdom but they answer to the an overriding monarch. This way they could keep each other in check from corruption but have an overriding authority if needed. Think dark council of the sith during the old Republic of star wars with the emperor as its head

He should be king. Democracy is always corrupt. It's better to be the one making the rules than have a bunch of people who can be bribed doing it. If he wants a council to help him, that's what servants are for.

How long is Harry staying though? Wasn’t the plan that he would be stranded for a year in the past, will that be enough for establishing a nation & how is his relationship with Rowena gonna work out?

When he returns an is “pulled back” it should be with Rowena and the Red Queen as his bonds carry them with him.
