two facts that i picked up, if im not mistaken when they show the orca its the size of a baby one(the kids), and the court room is basically the size of where the orcas are kept after performances at places(so like the academy). And as you said orcas when in captivity their dorsal fin tips over from the limited space, so you can say that the kids in the academy have no room to grow as well.
