I like the design, I simply don't understand the emblems on her chest. Is that chains hanging from her breasts?

For some reason, she reminds me of Jeanne de Clisson, the Lioness of Brittany (1300-1359). Noblewoman turned pirate after her husband was executed, terrorizing the French in the English Channel. A very good account of her exploits can be read on Rejected Princesses.
