There is still gravity on the moon but just way less than on earth. That's the reason for the bouncy walk but they still get pulled down slowly every time. Otherwise the force of their first step would push them up and they would just float there. The impact of gravity is stronger the heavier something is so it's easier for the vehicles to stay on the ground and not be lifted up so much by every bumb they hit.
