The problem for Lip and Ian is that they are still technically not adults (18) and Fiona is not their legal guardian. But, most foster families don't take teenagers, because they can go to a group home. Younger kids are more likely to be placed (and adopted). The system is trying to protect kids, but there are still a lot of issues within the system. A judge will let an 11 year old (or older) state where they want to live, but it has to be with a parent or legal guardian. Or a grandparent, at times. And the court looks for financial stability too.
