As absurd and unenforceable as this new law may seem, it can be arbitrarily used to target dissidents. Anyone the establishment doesn't like- for whatever reason -can now be investigated to find out if they've broken this particular law. E.g- find out if they have children, and if so, were they (the parents) living together during the time the children were conceived. If they can't prove they were living together- GOTCHA! Throw them in jail! This is exactly how things work in many despotic countries. They often have these seemingly bizarre laws which only exist as a tool to suppress dissent.

This also serves as yet another way to reduce population growth. By essentially making it illegal for most people to have sex.
