Completely unrelated to the chapter, but thinking on it, hyperbeam doesn't seem quite as restricted in this setting and the power is still absolutely devastating. Sylveon with that would be terrifying. Other strong moves would be Calm Mind, Hypervoice, Fake Tears, Reflect/Lightscreen, and once she levels up enough she gets Psych-Up too.

I think Lee did consider (in a previous chapter) Hyper Beam (specially if he could get a copy from Ty), and also that he would ask Zinnia's Altaria to teach Hyper Voice

I don't recall but I believe you. And yeah Sylveon would be the ultimate candidate for those moves. A pixilated hyperbeam will be guaranteed to take out at least one target
