No, the joke is Willis doesn't draw fingernails. It's implied she did use a colour that isn't just her flesh tone, but from our perspective it's invisible.

The problem is "Joyce's exact flesh tone" IS a striking colour to paint nails, in that it's an alarmingly weird thing to do. So it's unclear which punchline Willis is going for here. Both, maybe? Idk.
