No, he's on a 4 lane highway with a median. The sign is on the median, probably saying that turn is for officials only.

Don't worry Willis, as it turns out random parts of Indiana's highway system have recently been annexed by Britain (Brannexed?), so they're actually on the correct side of the road. Does cause some issues at the changeover though...
