The sound of one hand clapping refers to one person verbally attacking another person, but getting no response. It's used to emphasize the fact that the one attacking is the one attacking, and the one being attacked is the one being attacked. This is a Western ideology that is in direct contrast to the Communist Party Culture (CPC) ideology of blaming the victim.
