China Wants to Keep the Philippines Energy Dependent

The Philippines needs energy, and China has the ability to supply it. Recent Philippine presidents have flip-flopped on their stance toward China, alternately saying they will stand up to China and that they will befriend China. But what the Philippines doesn't know is that China doesn't care if the Philippines is friend or foe, they'll milk them for their resources just the same. With China trying to take over the South China Sea, where does that leave China's fellow communist country Vietnam? Historically, they aren't best buds with China and have had improving relationships with western countries - namely the US. Can you see a partnership between the US, it's allies, and other countries in the region like Vietnam who may be leery (or should be leery) of Chinese expansion?
