Does the CCP have any real capacity for long-term planning, or are its members so concerned for their lives and careers that they're too scared to try and deliver anything but immediate results to the party leadership?

I assume the CCP is telling local government to acquire more housing space and space for quarantine centres, because it has a massive over-supply of real estate and wants to inject money to prevent a complete collapse of the housing market, and construction sector. It is happy to use more government debt, because it has lots of foreign currency, and is used to using authoritarian measures to manage the currency, and otherwise damage people's economic prospects to manage the currency.

The CCP doesn't just lie about pandemic, it lies about everything. Their government officials tell lies without batting their eyes. When a mouse head was found in a college student's meal, their officials, after investigation, said it was duck! In Chinese there is a phrase to describe fact twisting - pointing at a deer and calling it horse, it actually happened in Chinese history. Now history repeats itself.
