Arguably younger people are *more* prone to hypocrisy and evil due to hyper idealism and lacking world experience. They also tend to ignore or snubnose at history believing they'll do it right this time and the people in the past were just stupid or lacked information we totally have now. Which is half true, we have more information but anything people disagree with just gets thrown out xD

Bad adults are predictable because they tend to manage risk and be logical, while bad teenager do bad with less restraints. IMO the average teenager will be worse than the average adult but the badest adult will do way more evil than the badest teenager.
