One of the purposes of these festivals is to give students experience in business principles. They are given a set amount of budget to produce their project. Marin's costume, being personal clothing, falls outside that budget while the rose and the other props they made for the pageant have to be accounted for in the budget. It's one of those things that is never spelled out in manga or anime because it is common knowledge in Japan.

I love Usami-San (the fabric shop manager) so much. Him, and Hana (the teacher) are unironically two of my favorite characters in the show and manga. They are both just so great, and have such likeable, real personalities for people who love their jobs. I just wish that they had more screen time overall. (Edit: I'm an idiot and got some names mixed up)

Huh, it may not be intentional but on the "they didn't notice his existence" for Gojo he literally only shows up in one scene before Marin calls out to him, and in that scene he's drawn really low detail just like a background character.
