Could you please try the following and let me know in a reply here if it works: 

Delete your Basemental Drugs.package and basementaldrugs.ts4script file from your Mods folder

Delete your localthumbscache.package located in Documents > Electronic Arts > The Sims 4

Extract the 1.3.0 files in your Mods folder again, and start up the game

Make sure you have at least 28% friendship with your NPC Dealer

The option to buy will not appear if you have less than 28% friendship with your Dealer, and as specified in the Download instructions, you should ALWAYS delete your files before installing the new files, never overwrite them as this often cause some weird issues.

Try this out and let me know if it works or not!

It turns out my sim was just low friendship level, I cheated it up with MCC and it began to work.

For some reason I cant find the mushrooms anywhere even from the dealer builidng frienship. This is so sad... :( Ive tried BB.hiddenobjects literlally nothing..

It is basically what happens if you do enough of the drugs. These aren't traits as that doesn't make sense but rather buffs that gets refreshed if you keep on doing it. For weed it is called Stoner, the other drugs Addict. This makes way more sense than deciding that this or that Sim will be a stoner etc. You become a stoner if you smoke enough weed.

Eventually you will. Remember that all the drugs that are in the game right now started out very basic, not even with a "buy from dealer" interaction in place. It takes a bit of time to fully implement a new drug, but it will get there eventually
