I've wanted to do something like this, to be bound under a jacket and either gagged behind a mask or veil, or with clear tape so my mouth didn't look gagged...!

Idk if it’s an actual thing or if I read it in a fic, but there was a non toxic glue made to seal your lips together so you were gagged, but not visibly.

I'm not sure—it sounds like something a writer of kinky fiction would cook up as a way to bind and gag someone with a liquid. That said, there is a product line called "liquid bandages" that seal the skin back together after a wound that might, if strong enough, be used for bondage and gaggage. But your captive would have to stay still for as long as it takes to set....
