They let Bulma smoke for the reason you said. She's the bad guy. You saw who she married. The joke with her in Dragonball (not Z) was she is exactly like the Buddha, but exactly the inverse. Instead of spirituality it's technology. Instead of giving up earthly desires, she drinks, smokes, and has promiscuous sex. Instead of being calm and meditating she's always angry and yelling.

That old woman hadn't shown up since the original dragon ball, i think she was roshi's sister. I cant remember why she has a connection with the afterlife. She made goku and the others fight against her 5 supernatural warriors, there was a vampire, a mummy and an invisible man, it was weird
