Chapter 157: The Earth Country’s Special Military Operation

When Seiryu heard Onoki’s words, he immediately laughed and reassured him, “Lord Tsuchikage, what are you saying? Since the Land of Fire has already signed a non-aggression pact with you, of course we will follow the rules. As for Takigakure, we mainly want to develop economic cooperation with the Land of Waterfall; stationing troops is a secondary matter.”

“No matter what you say, as long as your Konoha shinobi forces appear on our Earth Country’s border, we will treat it as an act of war,” Onoki said coldly.

Hearing this, Seiryu’s expression also turned cold. He replied, “Is the Tsuchikage threatening me?”

“Whether it’s a threat, you know in your heart.” Onoki didn’t push things too far with his words. He understood that in front of Seiryu’s Complete Susanoo, unless the Land of Lightning and the Land of Fire attacked Konoha at the same time, leaving Seiryu unable to deal with both fronts, just Seiryu alone could block most of Iwagakure’s forces.

Seiryu and Onoki stared each other down across the screen, the atmosphere tense.

After a short while, a voice was heard from the other side in the Tsuchikage’s office: “Lord Tsuchikage, urgent report!”

Onoki turned abruptly. On Seiryu’s end, Uchiha Inoha also appeared in front of his desk, leaning in to whisper a few words in his ear.

“Lord Tsuchikage, I’ll excuse myself for now. I have guests to attend to,” Seiryu said with a light smile after Inoha stepped back, then hung up the video call.

“Hey! Wait!” Onoki, staring at the disconnected call, slammed the table in anger. The intel he had just received was from their spies who had infiltrated the Land of Waterfall. Those spies spotted Iwata Zeki crossing the border toward Konoha. Judging by the timing, Iwata Zeki should have already arrived at Konoha by now.

“Father, what should we do now?” At this moment, Kitsuchi entered and asked with a frown, “Iwata Zeki is already at Konoha. If the Land of Waterfall really joins that Konoha Pact, are we going to war with them?”

Onoki took a deep breath and said sternly, “Now, order our troops on the border of the Land of Waterfall: attack the Land of Waterfall in half an hour.”

“Now?” Kitsuchi was startled by Onoki’s order and quickly confirmed.

“Yes, now!” Onoki gritted his teeth. “We must occupy the entire Land of Waterfall before Iwata Zeki can finish his negotiations and sign the pact with Konoha. Let’s see how he stations troops then!”

“Shouldn’t we declare war on Takigakure first?” Kitsuchi asked. If they attacked without a declaration, Iwagakure would lose any claim to justice.

“We already warned Takigakure in advance. It’s their own stubbornness. Besides, this isn’t a war,” Onoki said in a deep voice. “It’s just a special military operation, understand?”

“Understood,” Kitsuchi nodded in acceptance.

….

In the Hokage’s office, after hanging up the video call, Seiryu took off his Hokage ceremonial robe and changed into a battle-ready robe. He then turned to Uchiha Inoha and asked, “Where is that guy now?”

“After Takigakure’s leader entered the Land of Fire, he was stopped by our border shinobi. After explaining his intentions, he’s now being escorted by Captain Tsukikage Tetsu of the elite jōnin patrol, and they’re rushing toward the village. Estimated arrival in two and a half hours,” Inoha reported.

“I see,” Seiryu nodded, then instructed, “Have Elder Fugaku come over to cover for me. If Takigakure’s leader arrives, make him wait a bit. As for the reason…”

Seiryu thought for a moment and then said, “Tell him there’s a minor issue with the village’s jinchūriki seal.”

“Understood.” Inoha nodded.

After making arrangements, Seiryu smiled, picked up his sword, and left the Hokage building, heading toward Kakashi’s house.

On the way, Seiryu glanced up at the evening glow and smiled to himself, murmuring, “After all the effort I put into this set-up, that old fox Onoki should be taking the bait. And once he bites, it won’t be so easy to shake loose.”

While Seiryu made his way across the village, Naruto and Kakashi were having dinner.

Dinner at the Hatake house was lively. Kakashi, holding Naruto’s precious limited-edition ramen in one hand and pressing down Naruto’s head with the other, watched as Naruto flailed helplessly.

“Big Brother Kakashi! That’s too much! Those are my treasured noodles!” Naruto shouted.

“I told you, as long as you finish your green peppers, I won’t touch your stash,” Kakashi said while keeping Naruto away. “If you don’t get back to the table, I’ll burn them. My Fire Style is fast!”

“Darn it!” Hearing that, Naruto stopped struggling, slumped to the table, and stuffed the remaining green peppers in his mouth, his face scrunched up in misery. After chewing for ages, he finally swallowed and stuck out his tongue: “I finished! Give it back!”

Once Naruto finished the peppers, Kakashi returned the ramen to him. Naruto clutched his treasure with a look of relief, then glared at Kakashi: “You evil Big Brother Kakashi! If I ever find your book stash, I’ll burn it all!”

“With your pitiful skills? You’re a long way from finding what an elite jōnin like me hides.” Unconcerned by Naruto’s threats, Kakashi returned to the sofa with his Make-Out Paradise.

As he read, he sighed to himself, “Jiraiya-sama really is a genius. No matter how many times I read Make-Out Paradise, there’s always something new.”

The copy in his hands was the rare first edition given to him by Gato. As an adult novel, each reprint had more content censored, so the first edition was highly prized.

“Kakashi, your house is really lively lately. I could hear the ruckus from outside.” At that moment, Seiryu opened the door to Kakashi’s living room and grinned.

“Sensei?” Naruto turned to see Seiryu walk in, curiosity on his face. “What brings you here?”

“What, not welcoming me?” Seiryu swaggered over to the fridge, grabbed a juice, took a swig, and flopped onto the sofa.

“Of course you’re welcome!” Naruto said with a bright smile. “Sensei, I beat Sasuke in class sparring again today!”

“You can brag once you beat Sasuke without getting hurt yourself,” Seiryu said, giving Naruto a look. “Class sparring doesn’t allow big jutsu, or else Sasuke would be above you now.”

“No way!” Naruto protested.

“Naruto, your teacher is right,” Kakashi added, putting down his book. “Sasuke has almost mastered the basics of Chidori. If he uses that, you’d be seriously injured at your current level.”

Naruto fell silent. When training with Sasuke and Neji, he’d seen Chidori’s power—a tree thicker than his waist, pierced instantly. If they fought for real, he’d stand no chance.

“Don’t look so glum. Later, Kakashi and I will teach you a new jutsu, one just as strong as Sasuke’s Chidori,” Seiryu said.

“Really?” Naruto’s eyes lit up.

“Really.” Seiryu nodded, tossing Naruto a bag of balloons. “First, do some prep. Fill these with water.”

“What are these for?” Naruto asked, puzzled.

“Just do it. Why so many questions? Do you want to learn or not?” Seiryu said.

“I’ll do it!” Naruto nodded vigorously, grabbed the balloons, and headed for the bathroom.

“You’re going to let him learn Rasengan? Isn’t it a bit early?” Kakashi finally spoke. When Seiryu took out the balloons, he guessed what was coming, but Naruto’s chakra control wasn’t up to Rasengan’s requirements.

“It’s a bit early, but the training will help his chakra control,” Seiryu said. “Let’s build his foundation. Once he can do water and rubber balls, I’ll ask Jiraiya to help with the last step. Maybe Naruto can also try Sage Mode from Mount Myoboku.”

“Can’t you teach your Sage Mode?” Kakashi asked, not wanting Naruto to get involved with the toads.

“My method can’t be copied by Naruto,” Seiryu replied. “The Mount Myoboku Sage Mode is at least safe to learn.”

Chapter 158: Strong Condemnation

“Aren’t you worried those toads will trick the kid?” Kakashi asked, still concerned.

“The jutsu and summons he gets from Mount Myoboku are advantages we can’t give him. As for those toads tricking him?” Seiryu listened to Naruto’s excited yells from the bathroom and smiled helplessly. “Even if he gets fooled, the toads can’t influence the village’s future through him.”

“Or… are you thinking of letting him inherit the Fourth Hokage’s political resources?” Seiryu shook his head with a smile.

Kakashi fell silent and shook his head. He had considered that, but after almost a year of Naruto living with him, he understood Naruto’s nature—he hadn’t inherited any of Minato’s cunning, only Kushina’s brashness.

With Naruto’s temperament, pushing him down that path would only lead to suffering.

“At this rate, raising Naruto’s future son might be more reliable than forcing Naruto himself down that road,” Kakashi thought.

“These kids aren’t like us. They have more choices,” Seiryu said with emotion.

Soon, Naruto returned, happily carrying a bunch of water balloons. Seiryu sealed them in a scroll and, with Kakashi and Naruto, headed to the training ground.

Seiryu hadn’t systematically learned the Rasengan, but his chakra control far exceeded the basics needed. Kakashi had mastered it early, but it didn’t fit his fighting style so he rarely used it.

Before Naruto’s unique spin on the technique, Rasengan was developed by the Fourth Hokage as a counter against heavily defended enemies; its main benefit was being a seal-less, instant attack, perfect for a speedster like Minato.

Naruto’s version, using it as a finishing move, was only possible because of his massive chakra reserves—others would burn out quickly.

At the training ground, Kakashi explained the Rasengan’s theory, then demonstrated bursting a water balloon with chakra rotation.

Naruto eagerly tried, but under Seiryu and Kakashi’s gaze, his smile turned serious, then his face reddened, until finally he just squeezed the balloon until it burst.

“Naruto, you’re supposed to break it with chakra rotation, not by squeezing it,” Kakashi reminded.

“This jutsu is hard,” Naruto said, shaking water from his hands.

“Try a different approach,” Seiryu suggested. “If you can’t manage the rotation alone, try with three people.”

“Three people?” Naruto said, then his eyes lit up. “Right! If I can’t do it alone, three of me can!”

“Shadow Clone Jutsu!” After making the signs, Naruto summoned two clones, and with their help, managed to burst the water balloon.

Kakashi was dumbfounded—he hadn’t expected that kind of shortcut.

“Sensei, what’s next?” Naruto asked, excited.

“First, master bursting the water balloon without clones,” Seiryu said. “I told you this method so you’d remember the feeling, not to rely on it. If you need tricks for every step, you’ll never truly learn the jutsu.”

“Okay.” Naruto nodded, reaching for another balloon—then he froze.

After a moment, he looked at Seiryu, confused. “Sensei, the big fox in my belly says this is pointless. It says I should become its disciple and it’ll teach me something even stronger.”

“Don’t listen to it. What does a fox know about jutsu?” Seiryu answered.

As Seiryu finished, Naruto’s chakra became chaotic and his clones vanished. The Nine-Tails was clearly angry at being dismissed.

“What did it say?” Seiryu asked, casually helping Naruto stabilize his chakra.

“Uh… well…” From Naruto’s hesitant expression, the Nine-Tails’ language was probably rather foul.

But Seiryu didn’t care. “Just a powerless tantrum from an unlucky beast. If it was so tough, would Hashirama Senju have caught it? All it can offer is the Tailed Beast Bomb, but aside from brute force, can it compare to Rasengan? Even aliens learn Rasengan after getting beaten, but Tailed Beast Bombs are already outdated by then.”

…

While Seiryu and Kakashi trained Naruto, in the Hokage building’s meeting room, Iwata Zeki paced anxiously.

“Elder Fugaku, do you know when the Hokage will return?” After a while, Iwata Zeki couldn’t help but ask.

“Please be patient, Mr. Iwata. The Hokage is busy—this concerns the safety of our jinchūriki and tailed beast. I hope you understand,” Fugaku replied expressionlessly.

“My apologies,” Iwata Zeki sighed, growing more anxious.

Konoha was being so honest—not only sending their third-in-command to receive him, but also revealing the jinchūriki sealing issue as a secret. He really couldn’t fault them.

Why did it have to be today? Iwata Zeki thought anxiously, forcing himself to stay calm.

Twenty minutes later, an Anbu burst in.

“Elder Fugaku, urgent report! Ten minutes ago, Earth Country’s ninja army attacked the border of the Land of Waterfall. Their troops suffered heavy losses.”

“What?” Fugaku hadn’t responded yet before Iwata Zeki rushed forward, eyes bloodshot.

“Please remain calm, Mr. Iwata.” Fugaku quietly dismissed the Anbu, then attempted to reassure him.

But Iwata Zeki was already panicking. Sitting calmly in the meeting room was the last of his composure.

“Mr. Iwata, sorry to keep you waiting.” About ten minutes later, Seiryu finished training Naruto and finally arrived. Seeing Iwata Zeki, he spoke first.

“Hokage?” Iwata Zeki looked up, hope filling his bloodshot eyes. He grabbed Seiryu’s hand. “Please, Konoha must help Takigakure!”

“Why do you say that, Mr. Iwata? What’s happened?” Seiryu feigned confusion.

“Hokage-sama, we just received word that Iwagakure attacked the Land of Waterfall’s border twenty minutes ago,” Fugaku explained.

“What?” Seiryu exclaimed in shock. “Onoki actually dared to start a war?”

“Hokage, please save our Land of Waterfall!” Iwata Zeki pleaded, having lost all composure. Konoha and the Land of Fire were now their only hope.

“Don’t worry, Konoha will not stand idly by,” Seiryu reassured Iwata Zeki, then turned to Fugaku. “Elder Fugaku, issue a statement to the shinobi world: Konoha strongly condemns Iwagakure’s actions, which disregard peace!”

Chapter 159: Glory Belongs to the Land of Waterfall!

Seiryu’s words left Iwata Zeki stunned.

After thinking carefully, Iwata Zeki finally asked, “Um, Hokage-sama, is there any more practical assistance?”

Seiryu and Fugaku turned to him. The atmosphere in the meeting room grew awkward. After a pause, Iwata Zeki tried again, “Isn’t there any actual help, Hokage-sama?”

“Practical help?” Seiryu pretended to be confused.

“For example, Konoha could send troops to help us repel the invaders from Earth Country?” Iwata Zeki forced himself to say. “Of course, Takigakure is willing to join the Konoha Pact and fully cooperate with all initiatives.”

“I see.” Seiryu stroked his chin in thought. “If Iwagakure hadn’t started a war, the pact would be easy. But now that the invasion is a fact, we can’t just add you to the alliance at will.”

“How… how can this be?” Iwata Zeki panicked.

“I understand your feelings, but the purpose of the pact is to unite our allies for peace. If we add a country at war and Konoha sends troops, that drags all our allies into conflict—which goes against the pact’s original goal,” Seiryu said reluctantly.

“But Hokage-sama, only you can help us now…” Iwata Zeki was close to tears.

“Don’t worry, we’ll do everything to help. Though Konoha cannot send troops, we can provide maximum aid—supplies, weapons, all at the lowest possible prices, and our allies as well.”

Iwata Zeki felt some relief, but Seiryu continued, “However, as for directly confronting Iwagakure, you’ll have to rely on your own ninja.”

“Uh…” Iwata Zeki hesitated, “I hate to admit it, but our ninja aren’t as strong as Iwagakure’s. I don’t think we can win in a direct fight.”

“No need to be so pessimistic,” Seiryu replied. “War ultimately comes down to logistics. Now you have the support of the whole Konoha Pact. If you can hold off the first wave, you’ll win in the end. As for ninja quality…”

He turned to Fugaku. “Elder Fugaku, how’s the research on that technique?”

“You mean the combined Lightning Style jutsu?” Fugaku responded. “The key chakra-linking issue is solved. Only some details remain.”

“Good.” Seiryu nodded. “Mr. Iwata, you can take back the scroll for our anti-Iwagakure combined Lightning Style jutsu. About fifteen Fire, fifteen Water, and fifty Lightning ninja can release a jutsu similar to my Lightning Style: Kirin. We developed this to counter Iwagakure’s techniques—now it’s just what you need.”

“Thank you so much, Hokage-sama!” Iwata Zeki said, delighted. Iwagakure’s strength was based on its combined Earth Style; now they had a counter, and with the Land of Fire’s logistics, he felt hope.

“We’ll also supply you with high-quality tags and ninja tools—Konoha-standard gear, if you like,” Seiryu added.

“Thank you! Thank you, Hokage-sama!” Iwata Zeki said.

“Don’t thank me yet,” Seiryu waved him off. “The combined jutsu is free, but equipment and supplies must be purchased. Our millions of citizens need to eat. I hope you understand.”

Iwata Zeki considered, then gritted his teeth: “We’ll pay. But the price…”

“Rest assured,” Seiryu said. “We’re not taking advantage. You’ll get supplies at 80% of market price, and you can pay by loan if needed. Just get through this crisis first.”

“Thank you, Hokage-sama. But there’s one last problem: if Onoki or Iwagakure’s jinchūriki join the fight, we have no one to stop them,” Iwata Zeki said.

“That is a problem,” Seiryu mused. “I doubt Onoki will fight personally, but it’s possible. Their jinchūriki are tricky for you.”

“By the way, how old is your jinchūriki?” Seiryu asked.

“Thirteen, but she’s still like a child,” Iwata Zeki smiled bitterly. “If only she was more mature, we wouldn’t be so passive.”

“She’s still just a kid,” Seiryu said. “Did you try the sealing technique I gave you last time?”

“We have to thank you for that. It stabilized the Seven-Tails’ seal, so we’re not at risk of it running wild. But it’ll be a while before we can use it in battle,” Iwata Zeki replied.

“That’s a problem. We can help with logistics, but not high-level fighters. I can’t fight myself due to our non-aggression pact,” Seiryu said.

Iwata Zeki fell silent. Even with support, if Onoki or Iwagakure’s jinchūriki attacked, what could they do?

“By the way, have you heard of a group called Akatsuki?” Seiryu asked.

“Akatsuki?” Iwata Zeki shook his head.

“They’re a mercenary group with some strong members. While they might not defeat Onoki or Iwagakure’s jinchūriki, they can hold them back for you.”

“Really? But hiring such strength must be expensive…” Iwata Zeki said.

“The Land of Fire and our allies can provide you with low-interest loans,” Seiryu said. “Pay it back after the war.”

“How much can we borrow?” Iwata Zeki asked.

“If you use your mineral resources as collateral, Konoha can offer you this amount,” Seiryu said, holding up five fingers.

“Five hundred million?” Iwata Zeki asked cautiously.

“Five billion!” Seiryu replied. “At only 3.3% interest, and you can start paying it back in two years.”

Iwata Zeki contemplated. Seiryu’s aid was sincere, and as for loans and interest—if they won, it would be fine; if they lost, there’d be no country left to pay.

“Thank you, Hokage-sama. When can we get the aid?” Iwata Zeki asked.

“You can take the jutsu scroll right away. Weapons and supplies will reach your frontlines within three days of signing the contract,” Seiryu said with a smile.

“Alright, I’ll sign!” Iwata Zeki agreed.

Soon, Seiryu had the mortgage and aid contracts prepared and signed them himself, affixing both the Hokage’s and Chancellor’s seals.

Iwata Zeki took the pen, his hand trembling.

“Hokage-sama, we will win, right?” he asked, looking at Seiryu.

“Of course. This war started by the Land of Earth is unjust. I believe the Land of Waterfall will win. Glory belongs to the Land of Waterfall!” Seiryu said encouragingly.

“Yes, glory belongs to the Land of Waterfall!” Iwata Zeki took a deep breath and signed, stamping it with his own and the Daimyo’s seals.

After signing, Seiryu nodded to Inoha, who delivered the jutsu scroll.

“Here’s the combined jutsu. As for Akatsuki, we’ll introduce them, but you’ll need to negotiate yourself,” Seiryu said.

“I understand,” Iwata Zeki replied.

“As for your jinchūriki,” Seiryu said sincerely, “she’ll be their primary target. If you trust us, send her to Konoha. We’ll protect her and teach her to use the tailed beast’s power. In two years, she’ll be able to defend your country.”

Iwata Zeki thought for a while, then nodded. Seiryu was right—after war began, Onoki would definitely target their jinchūriki. This offer solved their biggest problem, and though it owed Konoha a great debt, at this point, another favor hardly mattered.

“I’ll send our jinchūriki to the Fire Country border tomorrow,” Iwata Zeki said.

“No need. I’ll have someone accompany you. We’ll use the Flying Thunder God formation to take you to the border, so you can quickly return and bring your jinchūriki to Konoha safely,” Seiryu said.

“Thank you so much,” Iwata Zeki said.

“All for the peace of the shinobi world,” Seiryu said. “So I wish the Land of Waterfall victory in this war. Glory will surely belong to you!”

“Yes, glory belongs to the Land of Waterfall!” Iwata Zeki said firmly.

Soon, Genma and the others prepared the Flying Thunder God formation, and Kakashi and Iwata Zeki departed for the Land of Waterfall’s border, then hurried onward to Takigakure.

At that time, Takigakure’s front lines were in full retreat before the Iwagakure assault, losing large swathes of territory.

After everyone left the office, Seiryu stretched lazily. Iwata Zeki was almost too easy to convince—somehow, Seiryu found it a little dull.

At that moment, Black Zetsu and Tobi emerged from the floor, Black Zetsu looking at Seiryu as if he were a monster.

After years of plotting, Black Zetsu hadn’t captured a single tailed beast, yet Seiryu had already secured one just by manipulating events?

Chapter 160: The Seven-Tails, Chomei

“Lord Seiryu!” Tobi, as always, greeted him with a salute, his posture more precise than ever, clearly benefiting from time spent with the security corps.

Seiryu saluted with indulgence before turning his gaze to Black Zetsu. “Ancestor, what brings you here?”

“I was a bit uneasy, so I came to check. Did you really just get the Seven-Tails so easily? Aren’t you planning to give it back?” Black Zetsu asked.

“What, you think it’s fake?” Seiryu chuckled. “Give it back? Once the Seven-Tails arrives at Konoha, how could I possibly return it? Do I look like that fool Hashirama Senju to you?”

“Amazing, Seiryu. I was right to choose you in the first place,” Black Zetsu said joyfully.

“It’s not over yet, Ancestor. I’ll still need you to contact Akatsuki. Will that Akatsuki member who blew up the Lightning Country’s factory take this job? I heard he’s a rogue ninja from the Land of Waterfall.”

“He’s been a missing-nin for years. It’s questionable if anyone in the Land of Waterfall even remembers him. And, that guy only cares about money—pay him enough and anything’s possible,” Black Zetsu replied. “Besides, Akatsuki has more than just him. But wouldn’t it be better for us if the Land of Waterfall is wiped out by the Land of Earth? If that happens, the Seven-Tails would rightfully be ours.”

“Look further ahead, Ancestor. If the Land of Waterfall collapses, we only get one Tailed Beast. If it endures, we could easily get all the others in the future,” Seiryu said. “So Akatsuki’s role is crucial—have them stall Iwagakure’s top fighters. Also, hint to Akatsuki to quote a high fee. It’d be best if Takigakure quickly burns through the loan they got from us.”

“Alright, I understand,” Black Zetsu nodded.

Once they left, Seiryu sent someone for Gato.

Before long, Gato entered the Hokage’s office, looking at Seiryu with reverence.

As a big merchant, Gato naturally had his own information network. Upon hearing of Iwagakure’s invasion of Takigakure, he realized his first batch of ninja tools would have no trouble finding a buyer. Remembering Seiryu’s earlier prediction that the shinobi world would soon descend into chaos, Gato was filled with awe.

The Grand Minister always claims not to understand business, but compared to him, we’re the ones who know nothing! Selling to those in need is nothing—he can make the uninterested come to buy! That’s a miracle!

Seiryu saw Gato’s expression and grinned, “Looks like you’ve heard the news.”

Gato nodded, flattering him, “Grand Minister, you foresaw this war months ago. Now, we have no worries about sales.”

“It’s more than that.” Seiryu smiled. “Do you know why I called you?”

“To sell this stock to the Land of Waterfall?” Gato asked. “Don’t worry, I’ll get a good price.”

“You don’t need to bother. The goods are already reserved—the leader of Takigakure just signed the purchase contract,” Seiryu replied.

“Huh? That fast?” Gato was surprised.

“I may not know business, but my years as a ninja taught me one thing: speed is key. If someone needs our goods, we must act quickly. You’ve been in business a long time—don’t you agree?”

“Absolutely!” Gato flattered him again. “Minister, you’re far too humble. Your business insight is impressive!”

“Alright, enough flattery.” Seiryu waved it off. “I called you here to discuss the deal’s details. Takigakure has no choice, but how much we profit depends on us.”

“I live to serve the Grand Minister,” Gato said, kneeling.

“Get up. Take a look at this contract.” Seiryu laid out the documents signed with Iwata Zeki.

Gato read through them, calculating silently.

First batch purchased by loan, 80% of market price, and the Uchiha can front the money. But if subsequent sales are also on credit, even the Uchiha cash flow might not hold up. Can Takigakure repay its debts in wartime?

But when he turned to the loan collateral page, his eyes widened.

Collateral is their mineral resources? That’s much better—the mines are worth far more than the loan. If they default, we profit even more...

Seiryu offered him tea; gato, lost in thought, drank it automatically, then realized his lapse and looked up apologetically.

“Keep reading, don’t mind me,” Seiryu said. Gato was one of his own now.

“Minister, these contracts look solid, but there are a few side issues,” Gato said after mentally cursing his slip.

“What issues?” Seiryu asked patiently.

“First, Takigakure is buying on credit. If they hold off Iwagakure, there’s no worry; but if they lose and Iwagakure refuses to honor the contract, what then?”

“No need to worry. If the Land of Earth dares, I’ll personally collect from Onoki. I doubt he’d risk a break with Konoha over some mines,” Seiryu said.

Gato realized he’d been thinking like an ordinary merchant. But Seiryu was the Fifth Hokage, a powerhouse who could suppress entire countries. Who in the shinobi world would dare to default on him?

“So the only remaining issue is how long the war lasts. If Takigakure collapses quickly, our profit’s limited.”

“Gato, we must trust our partners.” Seiryu poured him another cup of tea.

“You mean... the Land of Waterfall?” Gato asked.

“No, I mean the Land of Earth,” Seiryu replied. “Their lower- and mid-tier ninja are better than Konoha’s, but their top fighters are few. Once they’re occupied, Takigakure, with our support, should last two or three years.”

“In that case, there’s no problem. This is pure profit. Congratulations, Minister, on a lucrative deal,” Gato said.

Gato spent the night finalizing pricing for all equipment and supplies before leaving the office.

…

The next morning, Genma, accompanied by Kakashi and a little brown-skinned girl with light green hair, used the Flying Thunder God formation to return to the Hokage’s office.

The girl, curious and innocent, looked around in wonder.

“You’re the Hokage Uncle Iwata said would protect me?” Fu asked Seiryu, “But you don’t look much older than me.”

She was startled as the Seven-Tails inside her warned her to be respectful.

Others in the Land of Waterfall didn’t know how powerful the Mangekyō Sharingan was, but the Seven-Tails did—after all, it was Uchiha Madara who captured it last time.

Genma frowned at Fu’s impoliteness, but Seiryu stopped him with a glance and smiled at the new jinchūriki.

“Yes, I’m the one who can keep you safe. As for whether I can—ask the big guy inside you.” Seiryu smiled.

“But I don’t need someone to protect me—I want to protect my village with my own power!” Fu replied.

“That’s understandable, but do you really have that power right now?” Seiryu said.

“I do! Chomei and I are strong!” Fu protested.

Seiryu smiled, opening his Mangekyō Sharingan, and pulled Fu’s consciousness into her sealing space.

Inside, Fu found herself before a giant insect and froze in fear.

“Wha—what is this?” The natural fear of giant creatures made her step back—until the bug spoke.

“Fu, it’s me.”

“Chomei?” Recognizing the voice, Fu regained her composure and looked up at the beast.

“This must be your first time here.” Seiryu appeared behind her, chuckling.

“Greetings, Uchiha,” Chomei said.

“You’re much more reasonable than the big fox in our village,” Seiryu smiled. “Seems you get along with this girl—no wonder you agreed to the new seal we provided.”

“It was Fu’s sincerity that moved me. She’s rare among hosts—she truly wants to befriend tailed beasts,” Chomei replied.

“Then is the reason you haven’t become a perfect jinchūriki because of Fu?” Seiryu looked at her; Fu stuck out her tongue and turned away. “She hasn’t mastered your power yet?”

“That’s right. If she uses my power now, she’ll get hurt. I won’t lend her chakra until she’s ready, even with the new seal,” Chomei said.

“I see. I’ll teach her how to control your power,” Seiryu nodded.

“May I speak to you privately?” Chomei requested.

“Of course,” Seiryu replied, looking at Fu.

Fu realized what was about to happen and protested, “That’s not fair! Why can’t I listen?”

Her protest was useless—Seiryu’s Mangekyō spun, and Fu vanished from the seal space.

“What is it?” Seiryu asked Chomei.

“Uchiha, I hope you won’t rush to teach Fu to use my power,” Chomei said.

“Why? I thought you two got along?” Seiryu asked.

“Precisely because I approve of her. I don’t want her dragged into war,” Chomei replied.

Seiryu nodded. Chomei’s meaning was clear: he cared for Fu, but not for Takigakure.

Chapter 161: The Seven-Tails Jinchūriki in Konoha

Seiryu regarded Chomei with a gentle smile—the Seven-Tails was far more reasonable than the Nine-Tails, who, from Naruto’s complaints, had been cursing him constantly.

Chomei’s attitude was perfectly aligned with Konoha’s interests.

“This is between you two. Konoha respects your wishes,” Seiryu said.

“Thank you,” Chomei said with gratitude.

“You’ll get to greet your old friend soon,” Seiryu said with a smile and exited the seal space.

Back in the real world, Fu glared at Seiryu for excluding her from his conversation with Chomei.

“I’ve spoken to your partner. You’ll stay in Konoha for now,” Seiryu said, then turned to Kakashi. “Kakashi, when you return to the police, please take her to Elder Fugaku’s house.”

“Again?” Kakashi was surprised. Fugaku’s house was becoming the village’s unofficial daycare. The kids always gathered there after school, and Naruto would even bring his luggage when Kakashi was on missions. Sometimes they stayed so late they slept over. Fugaku’s was always lively with at least two kids around.

“What else can we do? Who among us can take care of kids? Besides, with Elder Fugaku there, if anything goes wrong with the Seven-Tails, he can react instantly—maybe better than me. And Lady Mikoto loves having kids around,” Seiryu explained.

Indeed, Mikoto’s recovery from losing her eldest son was greatly helped by the lively children.

“I’m not a kid! I can take care of myself!” Fu protested, cheeks puffed in indignation.

“In our village, you’re a child until sixteen. And with no guardian, how can I let you wander the village alone?” Seiryu replied. “Besides, you’ll make many friends here—one of them just like you.”

“Really?” The thought of friends struck a chord with Fu, who had always felt lonely.

“Really. I’m sure you’ll get along well,” Seiryu smiled.

…

Soon, Kakashi took Fu to Fugaku’s house. Mikoto was delighted to have a new member and quickly prepared a special room for her.

Mikoto’s gentle nature won the children over easily. In front of her, Fu let go of her wariness.

“You’ll stay here. The two boys I told you about aren’t home yet, but you’ll meet them in a few hours,” Mikoto said kindly.

“Um… Auntie, aren’t you bothered by what I am?” Fu asked. In Takigakure, everyone feared her as a jinchūriki—no one wanted to be near her, not even her late parents. But here in Konoha, she felt truly cared for, and it didn’t seem real.

“Your identity?” Mikoto looked at Fu in surprise. “You mean…”

“A jinchūriki. I have a tailed beast sealed inside, so people avoid me…” Fu said, but before she could finish, Mikoto gently patted her head.

Fu’s concern made Mikoto smile. Of all the ninja clans, the Uchiha were probably least sensitive about tailed beasts—even a regular Sharingan could briefly control a Tailed Beast with genjutsu. Now, with Mangekyō in the clan, most of the elders spent their days teasing Naruto for fun.

“Child, that’s not your choice. To me, you’re just a regular kid,” Mikoto said warmly.

Fu stared, lost in thought.

“Treat this as your home. If you need anything, ask me or Uncle Fugaku. He may seem stern, but he’s actually very kind,” Mikoto said.

….

Meanwhile, Iwata Zeki had arrived at the front and confronted Kitsuchi, the commander of Iwagakure’s special operation. Though he was soundly beaten, as Takigakure’s strongest on paper, he managed to stall Kitsuchi and prevent a massacre among their mid-level ninja. The cost: many new scars.

“Chief, are you alright?” Takigakure’s higher-ups asked after his treatment.

“I’m fine,” Iwata Zeki waved them off, then took out the combined jutsu scroll Seiryu had given him. “Quickly gather suitable ninja and teach them this jutsu—we can’t face Iwagakure’s combined techniques without it.”

“Yes!” An executive took the scroll and hurried off.

…

In Amegakure’s tower, Nagato also received news of Iwagakure’s invasion.

A powerful aura erupted from him as his withered hand clenched.

“Do these great nations love war so much?” Nagato said through gritted teeth. “And it’s always the small countries that suffer.”

“Nagato, Takigakure has requested our help,” Konan entered. “They want us to block Iwagakure’s top fighters. They’re offering a high price.”

Nagato fell silent in thought.

“Well? Should we accept?” Konan asked. “If we do, Kakuzu might object—he says Takigakure betrayed him, forcing him to leave.”

“Accept it. And when we negotiate, we can even lower the price a bit,” Nagato replied, his Rinnegan burning with anger. “It’s time these big nations felt pain too. And if Iwagakure uses a Tailed Beast, I’ll capture it myself.”

“What about Kakuzu?” Konan asked.

“Give him a bigger share this time,” Nagato decided.

“I understand,” Konan nodded, seeing that Nagato truly meant to make Iwagakure pay.

In Konoha’s Uchiha district, Sasuke brought his friends home after school.

Besides the Seven Stars club, their group now included more girls: Hinata, who always followed Naruto, Ino (who forced Shikamaru and Choji to bring her by beating them up), and Sakura, now a model student in both medicine and combat, though at the cost of a receding hairline and little free time. Sakura reluctantly came, as Tsunade had given her the day off for Uzumaki Anri’s checkup.

Ten Ten and Lee also joined, the former enthusiastically friendly with Neji and the latter having joined the Sannin training squad. After being noticed by Guy, Lee became his disciple and was progressing rapidly, now the only one who could spar with Neji.

So, when Sasuke led the group inside, the future Konoha Twelve had already assembled early.

“Mom, I brought friends home!” Sasuke called.

“Alright, Sasuke, settle in. I’ll get snacks,” Mikoto called from the kitchen.

They entered and immediately encountered Fu, who had been waiting.

Both groups stared at each other; Chomei inside Fu warned her about the blond boy.

“Sasuke, this is Fu. She’ll be living with us—be nice to her,” Mikoto said, bringing in snacks.

“Hello, I’m Uchiha Sasuke. Nice to meet you!” Sasuke greeted politely. But Fu was staring at Naruto, and he at her.

In a strange mental space, Chomei and Kurama faced each other across two sealed gates, with Fu and Naruto staring at each other below.

“You’re like me, aren’t you?” Fu asked, glancing at the Nine-Tails, who bared its fangs and scared her.

“Kurama, don’t scare my companion,” Chomei said, interposing a transparent wing.

“Companion? So you’ve surrendered to humans? Pathetic,” Kurama sneered.

Chapter 162: Preparing for War

“It’s because I approve of Fu that it isn’t surrender,” Chomei answered.

“Uh, is the big fox your companion?” Fu asked Naruto.

“Sensei says it’s my important companion, but it won’t even tell me its name!” Naruto grumbled.

Chomei noticed Naruto’s blue eyes and mused, “Kid, earning the Nine-Tails’ approval is no easy feat.”

While the two communicated in their mental space, those outside noticed something odd.

“Everyone, behind me. Sasuke, go get your father,” Mikoto said, putting the children behind her.

But just as Sasuke was about to leave, Fu and Naruto snapped out of it.

“Huh? Aunt Mikoto, what’s going on?” Naruto asked, confused.

“Sorry to cause trouble,” Fu apologized, realizing that talking with Naruto in the seal space must have frightened everyone.

“Sasuke, it’s fine. Come back,” Mikoto said, relieved.

“Okay,” Sasuke returned to the living room.

“Um, miss, are you like Naruto?” Neji asked.

“Yes, I’m a jinchūriki…” Fu started, but Mikoto interrupted.

“Alright, if nothing’s wrong, let’s all have some snacks and get along,” Mikoto said.

“Yes!” everyone chorused.

…

In the Hokage’s office, Nara Shikaku and Yamanaka Inoichi, who had rarely left their clan grounds since Seiryu’s rise, were summoned.

“Nara, Yamanaka,” Seiryu greeted them with a smile.

“Greetings, Fifth Hokage,” they saluted.

“No need for formality. Sit,” Seiryu said, preparing tea. “It’s been a while—how have you been?”

“Pretty good, actually,” Shikaku said, “Life’s finally slowed down—just as I always wanted.”

“Not me. My clan’s business has grown, and I have to oversee it,” Inoichi added.

Seiryu had only restricted their power in the village, not their businesses. With the capital moved to Konoha, the Nara’s medicine business was unaffected, but the Yamanaka’s flowers and Akimichi’s restaurants thrived.

“I’m glad you’re well,” Seiryu said.

“What did you summon us for, Lord Hokage?” Shikaku asked.

“Can’t hide anything from you.” Seiryu poured tea. “I do need your help.”

“Please, command us,” they replied.

“How do you see the war between Iwagakure and Takigakure?” Seiryu asked.

“Iwagakure vs. Takigakure?” Shikaku pondered. “If we only count strength, Takigakure can last two weeks at most, even using their Tailed Beast.”

“Their jinchūriki is in Konoha,” Seiryu said.

“Then they won’t last a week,” Shikaku shrugged. “Their leader is barely jōnin level compared to the great villages, and Iwagakure’s combined techniques are devastating. Takigakure can’t match them at any level.”

“What if Takigakure gets outside help to stall Iwagakure’s top fighters, plus our combined jutsu and logistical support?” Seiryu smiled.

“…If those conditions are met, Takigakure could last a long time, maybe even counterattack,” Shikaku said after calculating. “But if we help them so much, what do we gain?”

“Not much on the surface, but the hidden interests would tempt any village,” Seiryu smiled. “See these before judging.” He handed over the contract and plans.

To ensure the war went as he wanted, Seiryu needed a master strategist—Shikaku, who’d survived the Third Great Ninja War.

After reading, Shikaku was stunned. Seiryu’s strategy was beyond what he’d imagined possible for a ninja.

“If this is so, Konoha could profit hugely from this war without losing a single ninja,” Shikaku said diplomatically. The contract was, in essence, a blood pump draining Takigakure.

“The premise is that the war continues,” Seiryu smiled.

“Yes,” Shikaku agreed. For Konoha, the longer the war, the better.

“That’s why I called you,” Seiryu said. “You know, I was just an ordinary ninja in the last ninja war, so I lack any experience in wartime command.”

Inoichi twitched at that—what ordinary ninja could kill hundreds in a single battle?

“So, Lord Hokage, what do you want us to do?” Shikaku asked.

“I want you to lead an elite squad to Takigakure’s front. You’ll have full command. Of course, since we have a non-aggression pact with Iwagakure, your squad’s identity must be secret—no Konoha headbands. Don’t act unless it’s life or death.”

“We’re going to support Takigakure?” Inoichi asked.

“No, Lord Hokage means we’ll be a third party—helping whichever side’s losing,” Shikaku replied.

“Exactly,” Seiryu nodded. “Since the village can’t officially support you, I don’t expect big results—just ensure your safety.”

“Understood,” Shikaku nodded. “Who will we take? Not our own clans—if we use Ino-Shika-Cho techniques, we’ll be exposed.”

“You’ll take the Sarutobi clan. They’re strong but not too unique, so their identity won’t leak,” Seiryu replied.

“That’s fine,” Shikaku said, “but will they listen to me?”

“With Asuma as team lead, they will,” Seiryu assured.

“Then it’s settled,” Shikaku said.

“When do we leave?” he asked.

“In three days. Take our first batch of supplies to them,” Seiryu instructed.

After the Third Hokage’s retirement, his relationship with Asuma had greatly improved, especially after helping Asuma propose to Kurenai.

Now, Asuma, soon to be married, was happy to accept Seiryu’s assignment.

…

Three days later, the group, disguised as wandering ninja, left Konoha by night.

Those three days were not so pleasant for Onoki.

Iwagakure’s initial advance quickly stalled. Takigakure, using Seiryu’s combined Lightning-style jutsu, managed to counter their Earth-style techniques, and suddenly began using explosive tags like they were free.

Clearly, Takigakure had powerful backers—obvious to Onoki.

But what really changed the war was Akatsuki’s arrival. On the battlefield, Kitsuchi nearly killed Iwata Zeki, but a purple-haired woman in a red cloud cloak—Konan—intervened, saving Iwata Zeki and taking over all explosive tag traps. Under her control, the tags became deadly, causing massive losses to Iwagakure, and even injuring Kitsuchi.

“Damn Akatsuki! Did they forget who funded them before?” Onoki slammed his desk. “And damn Uchiha Seiryu—sending supplies but not troops!”

“Please calm down, Lord Tsuchikage,” an ANBU said.

“Get me Uchiha Seiryu of Konoha!” Onoki ordered.

Soon, a video call was established.

“Tsuchikage, what’s with the temper? Trouble at the front?” Seiryu teased.

“Lord Hokage, you don’t seem to respect our alliance,” Onoki accused.

“Oh? How so? Konoha directly refused Takigakure’s alliance request—what more do you want?” Seiryu smiled.
