Kaya did not seem to have any specific illness, much less a terminal one. From what was said, she was depressed from her parents' deaths (an accident that Kuro claims he didn't cause). She was likely just frail in general. About fillers perception in general, I'm not sure everyone dislike having breather moments and downtime.... it's more that their quality in most anime is ... really mediocre, oftentimes awful in art, animation and storytelling. Not a fan of fillers in One Piece, except one famous one G8, or stand alone fillers episodes... but overall One Piece usually got the best kind of fillers, they still kinda fit the adventure vibes, and some are genuine characters bonding moments.

I love your point of view on 'filler' because when I watched One Piece for the first time I skipped nothing and I think its so much more fun that way. I was told by so many people to skip it so it would shorten the length of time it would take to catch up but by the time I hit any filler I did not want it to go faster, I dreaded when I would catch up.
