These typically start out with some reference panels from the comic, photo references with a historic bent, and a top down map that I provide. Then the visdev team take it and run with it until things are honed into something specific. From there, 3d models and other prop and asset needs can be addressed. Ultimately, layouts and the actual background art appearing in the episodes will emerge from here.
