I disagree with her assessment, being able to level via blinking might be bad for normal people, but it would be great for gods and people who went through the perfection process; aka people with energy bodies. Therefore, if you could set up a separate realm similar to sanctum, then gods could power-level at insane speeds

Keep in mind that simply having an energy body doesn't mean that they are able to scale up their energy limitlessly. If the energy making up their body goes out of balance faster than they can stabilize it, it could cause their energies to break apart. Like pushing too much pressure through a pipe and causing it to burst.
