Yes, Penny was saying she was a lesbian, as was confirmed by the creators...who really wanted it to be more clear, but Disney higher ups just had to be boring and restrict how obvious it was. ...and to answer your question: yes, a lot of people, including myself, ship Penny and Della.

Penny is canonically a lesbian. Sam King, a director of the show, confirmed that. Here's a quote from a tweet: "Since Penny calls everything on earth, "Earth ---" her saying "Earth...Male" is specifically saying "Men". She's a lesbian."

It's interesting that while Owl House was much more popular, Duck Tales clearly had a lot more oversight.

I like the idea of Della and Penumbra having a couple vibe like: Della gives Penny a call when an adventure haa bigger pirates than expected, and Penny gives Della a call when a social engagement is more awkward than expected.

I'd guess that because Duck Tales is a "legacy" series, using pre-established characters, that Disney kept an even tighter grip on the creative team's leash unfortunately.
