Everyone has Mana. So it would be a guild event where everyone would have to participate. It's just that those under level 10 aren't aware of it yet. Which does make me wonder if they can participate and if Joe remembers being told everyone has mana. If we assume that bard is average around 250 then we need 445 guild members.

Question- Why hasn't Joe tried to bottle his mana? He knows most of the rituals are insanely mana intensive, so why not try? Basically "bleed" mana into a bottle or jar that needs used in X time before disappearing. That way he has a banked amount he can buffer the ritual cost with.
