Originally, Korra was only supposed to be a mini-series. This was supposed to be the end, which is why it feels like the story is over. Then in post-production, they order a 2nd season, so the team had to figure out how to continue from there. Then midway during production of season 2, Nick orders season 3 & 4. Also, remember that Korra tied her personality to her bending (and doesn’t know who she is as a person), and got a glimpse to feel powerless, and will start season 2 arrogant bc she’s desperate to never feel this way again
