I think you have to look at the whole show and see that Bucky was only considering his viewpoint about the shield being passed to Sam and him giving it up. Sam when defending his decision did not explicitly bring up his race, but I felt it was something you could read between the lines, made even clearer after Sam's most recent visit with Isiah. It did seem like Sam and Bucky had discussed it giving that additional realization that in his concerns, he never considered the whole picture for Sam.

Yay! Thanks, Achara! You guys just need to wait for Disney to release the episode. We have to wait for both Disney and you to release the episode to begin watching. Double the rush, double the excitement, quadruple the payoff! 😋

In post episode discussion, Achara is not very audible, as compared to Jaby.

Not related to this... but Jaby's name was mentioned in the latest Netflix India YouTube video featuring Nikhil Kini and Aditi Rao Hydari...😃 https://youtu.be/qp0eCBKFiTA

About the scene between Sam and Bucky, where Bucky apologizes for not considering the black experience, while I didn't completely agree with it, the point of the show was that after 400+ years of discrimination ( as Isaih said), to suddenly accept and acknowledge a Black Cap was ironic and hypocritical of 'American system', which is also part of Sam's experience as it is Bradley's. and so Buckey is feeling apologetic about that. Again, I agree with Jaby that Bucky's initial response of "so what if we have Black Cap, Steve chose you" was appropriate but of course the show wants to tie the Tuskegee experiments (which is what the show is referencing with Isaih, which WW2 Black veterans faced) as part of Sam's experience.
