Actually because of the brain damage, Accelerator has lost the brain functions of calculation, language, and mobility. But with the help of the Misaka Network, Accelerator can again walk with stick, and understand language. That’s why when he turned off the collar switch of Misaka Network, he cannot understand what people are talking on the tv anymore, without the language processing ability. And if he wants to further use Misaka Network to do brain calculation for using his esper power, the collar battery can only last for 15min.
