When it comes to maki compared to tenten, maki is an actual secondary character. Tenten is in the third maybe arguably the fourth tier of characters in a much larger ensemble cast. JJK actually has time to develop maki in a way Naruto didn’t have for tenten, who’s basically only there to be the normal one between lee and neji who have actual narrative weight to their arcs, where as maki actually has her own goals and motivations, she’s not a side character and never was. Now, a big part of that is that Naruto wrote it’s women kind of badly (boruto has better written women, but most of the females in Naruto have little to no actual narratives beyond supporting their male teammates. Temari has the most agency in the story out of the ladies (aside from tsunade, but even then, tsunades primary purpose in combat is support, via healing.) and even remarks character only exists to be garras sister and shikamarus wife. If you want to see scaling for the ninja tools, boruto starts dealing with technology and a science boom post 4th great ninja war, to the point where scientific ninja tools become a major plot point
