When Mahito used Idle Transfiguration - there were two types of sorcerers being awakened. One type is those who already had innate cursed techniques but their brains werent really 'sorcerers' so they didn't know how to use them (e.g Junpei who was awakened by Mahito). The second type is non-sorcerers being fed cursed objects (e.g Sukuna being eaten by Yuji but more forced than willingly taken in like Yuji) so they become incarnates of ancient sorcerers that Kamo made pacts with, in order to bring them back. So essentially there are new sorcerers and old sorcerers being forced to join the culling games. Also the rule 'being stripped off the techniques' actually means death because techniques are being etched into a sorcerer's brain. So to call it jujustu terrorism isnt really too far off.
