Copyright holders can go after cosplayers, especially if the cosplayers are doing it for commercial reasons. Disney (obviously its Disney) went after a company that provided cosplaying actors for children parties and such. This was settled out of court, but they now only provide their services with generic costumes. Going after non-commercial cosplaying is probably pretty impossible. Not only would you take a huge reputational hit, but you would also need to find a judge that doesn't immediately throw the case out since it obviously falls under fair use.
