The manga actually shows Gyro’s backstory before this arc. Some other characters backstories are also being pushed back. Also, although it isn’t very clear in the anime, Oyecomova is the one who placed the bounty on Gyro

Honestly Part 7 has so many references to all Parts 1-6 that Oyecomova being inspired by Jotaro's design (at least somewhat) is not something impossible
